Government of Andhra State Chief Minister YS Jagan Mohan Reddy has conducted review meeting to discussion various welfare schemes progress to implement in Ground Level. All Eligible candidates will be identified by Grama/ Ward Volunteers for YSR Rice Card, YSR Pension Kanuka Card, Jagananna Vidya Deevena, YSR Rythu Bharosa Jagananna Amma Vadi and more are given below. What is YSR NAVASAKAM Survey ?

Government is conducting YSR Navasakam Survey of all the House Holds through Village / Ward Volunteers from 20th November 2019 to 20th December 2019 on a Special Campaign mode to identify the eligible beneficiaries on statutation basis duly checking the eligibility conditions and issue/ sanction the following 4 New Cards and 7 Welfare Schemes through Social Audit Process i a transparent and corrupt free manner.

I) 4 New Cards Introduced:

  1. Rice Card
  2. YSR Pension Kanuka Card
  3. YSR Arogya Sree Card
  4. Jagananna Vidya Deevena & Jagananna Vasthi Deevena Card

II) 7 Welfare Schemes:

  1. YSR Sunna (“0”) Vaddi Pathakam
  2. Jagananna Amma Vadi
  3. YSR Nethanna Nestham
  4. YSR Kapu Nestham
  5. Honoraium to Imams/ Mauzams/ Pastors / Archakas
  6. Financial Assistance to Tailors, Rajakas, Nayeebrahmins with Shops
  7. YSR Matsyakara Bharosa

I. Eligibility For Sanction / Issue of 4 Cards:

1) Rice Card: Government have decided to issue new Rice Cards to all eligible families and enroll all eligible missing cases without deleting any ration cards existing.

Eligibility:

  • Total Family income should be less than Rs. 10,000 per month in Rural Areas and Rs. 12,000/- per month in Urban areas.
  • Total land holding of the family should be less than 3 acres of wet land or 10 acres of dry land or 10 acres of both wet and dry land together.
  • Monthly electricity consumption should be less than 300 unites.
  • No Family member should be Government employee or pensioner (all sanitary workers are exempted)
  • Family should not own 4 wheeler (Tax, Auto, Tractors exempted)
  • No Family member should pay Income Tax.
  • In urban areas family who owns no property or less than 750 sft built up area.

2) YSR PENSION Kanuka Card: To extend the Social Security Pensions, Government have revised the Eligibility norms:

Eligibility:

  • Total family income should be less tan Rs. 10,000 per month in Rural areas and Rs. 12,000/- per month in Urban areas.
  • Total land holding of the family should be less than 3 acres of wet land or 10 acres of dry land or 10 acres of both wet and dry land together.
  • Monthly electricity consumption should be less than 300 units.
  • No family member should be Government employee or pensioner.

3) YSR Arogya Sree Card:

Eligibility:

  • All Rice Card Holders are eligible.
  • For other than Rice Card holders, the following criteria are applicable.
  • Land Owners holding
    • Less than 12 Acres of Wet Land
    • Less than 35 Acres of dry Land
    • Total Less than 35 Acres (wet or Dry)
  • Annual Income of the Households:
    • All households whose annual income is less than or up to Rs.5 lakhs
    • Income Tax Payers: Families paying income tax up to 5 lakhs are also eligible (Income Tax return evidence).
  • Municipal Property Tax Payers:
    • All Households paying Municipal Property Tax for less than 300 SFT (334 Sq.yds)
  • Employees: Any employee, other than permanent government employee/ pensioners, whoseannual income is less than or up to 5 lakhs is eligible. It includes outsourcing, contract, Part time employees, Honorarium based employees working in Government Sectors and Employees of Private Sector.
  • Family/ Households not having more than one personal car.

4) Jagananna Vidya Deevena & Jagananna Vasathi Deevena Cards: Under Jaganann Vidya Deevana complete Free Reimbursement under Jagananna Vasathi Deevan Rs. 20,000/- per annum will be provided to every student for food and hostel expenses from the year 2019-2020 (in addition to Fee Reimbursement)

Eligibility:

  • All the students pursuing Polytechnic, ITI, Degree and above level
    • Courses in Government, Aided, Private Colleges affiliated to State
    • Universities/ Boards.
  • Whose annual income is less than Rs. 2.5 lakh
  • Having less wet 10 acres or dry 25 acres or 25 acres wet and dry
  • No Member should be Government Employee or Pensioner.
  • Family Should not own 4 wheeler (Tax, auto, tractors exempted)
  • No family member should pay income tax.
  • In municipal areas owning less than 1500 sft of built up area.

II. Eligibility for Sanction of 7 Welfare Schemes and Benefits:

  1. About YSR Sunna Vaddi:
  • To reduce interest burden on poor SHG women,
  • Pay interest portion for the Financial Year 2019-20 on SHG bank loan amount outstanding as on 11/04/2019.
  • All SHG women both Rural and Urban with Bank loan accounts outstanding amount upto Rs. 5 Lakhs are eligible.
  • SHG loan accounts declared NPA as on 31/03/2019 as per SERP and MEPMA data base are not eligible.

2. Jagananna Amma Vodi:

Jagananna Amma Vodi is the one of flagship programmes announced by the Hon’ble Chief Minister under “Navaratnalu” for providing financial assistance to each mother/ recognised guardian who is below poverty line, irrespective of caste, creed, religion and region.

Eligibility:

  • The beneficiary i.e., Mother/ Guardian is eligible for Rs. 15,000/- perannum irrespective of number of children of that family studying from Class I to XII.
  • The mother of the child should be from household that is below thepoverty line.
  • The Family should be in possession of a White Ration Card/ Rice Card.
  • The Beneficiary/ Mother shall possess valid Aadhar Card or having applied & verified.
  • In case of the demise or absence of the Mother, the quantum of Rs. 15,000/- shall be paid to the natural Guardian of the Child.
  • The Children of the beneficiary should be studying in Class I to XII in Government / Private Aided/ Private Un Aided Schools/ Junior Colleges recognised by the Government of Andhra Pradesh including Residential Schools/ Junior Colleges.
  • For orphans/ street children, who are admitted in schools through voluntary organisation, this benefit will be extended in consultation with Department concerned.
  • The mother/ beneficiary shall ensure at least 75% attendance of the children.
  • State / Central Government and PSU Employees, Government employee pensioners (including PSU, Central Govt etc), Income taxpayers are not eligible for claiming financial assistance under this scheme.

3. YSR NETHANNA NESTHAM: To assist every weaver family who owns a handloom to modernise their equipment and to compete with power loom sector.

Eligibility:

  • Providing Rs. 24,000/- per annum.
  • This scheme shall be implemented from December 2019.
  • The weaver family shall be under Below Poverty Line.
  • One benefit for one weaver family irrespective of number of looms

4. YSR Kapu Nestham: To financially empower kapu women by enhancing their livelihood opportunities and living standards.

Eligibility:

  • Financial assistance of Rs. 75,000/- at the rate of Rs. 15,000/- per annum is provided.
  • Women belonging to kapu community and aged between 45 to 60 years are eligible.
  • Total family income should be less than Rs. 10,000/- per month in Rural areas and Rs. 12,000/- per month in Urban areas.
  • Total land holding of the family should be less than 3 acres of wet land or 10 acres of dry land or 10 acres of both wet and dry land together.
  • No Family member should be Government employee or pensioner
  • Family should not own 4 wheeler (Tax, Auto, Tractors Exempted)
  • No family member should pay income tax.
  • In urban areas family who owns no property or less than 750 sft built uparea.

5. Honororium to Imams, Muazams, Pastors and Increase in Salaries to Archakas:

The Honoroble Chief Minister’s assurance to pay honororium to the Pastors, Imams & Muazzins and increase in salaries to Archakas. Detailed guidelines will be issued by the concerned Departments. Concerned Departments will identity the beneficiaries to extend financial assistance.

6. Financial Assistance to Nayee Brahmins, Rajakas and Tailors with Own Shop:

Financial Assistant of Rs. 10,000 (Ten Thousand Rupees Only) Per year will be provided to the Nayee Brahmins, Rajakas and Tailors in BC Community.

Eligibility:

  • Below Poverty Line category
  • Having White Ration Card.
  • They should have registered own shop
  • Nayee Brahmins:
    • Those who belongs to Nayee Brahmin Community who involved in the profession of Barber having a permanent or Mobile establishment on his name.
  • Rajakas:
    • Those who should have belonged to Rajaka Community who are involved in the profession dhobi having permanent or mobile establishment on his or her name.
  • Tailors:
    • All the BC Community People who are involved in the profession of Tailoring having a permanent establishment or mobile establishment.

7. YSR Matsyakara Bharosa:

This Scheme is eligible for the fisher men, who are going for fishing activity in the Sea.

4. Generation & Printing of Department wise/ scheme wise draft eligible lists to publish in Village/ Ward Secretariats 08-12-2019
5. Publishing of Draft eligible members lists in Village/ Ward Secretariats 09-12-2019
6. Calling of objections/ Suggestions 10-12-19 to 14-12-2019
7. Conducting of GramaSabha/ Ward Sabha for approval and finalization of eligible members 15-12-2019 to 18-12-19
8. Preparation of Cards of the above said (4) schemes 18-12-2019 to 19-12-2019
9. Issue of Cards to eligible members 20-12-2019 Onwards
